Paper 45 Overview: The Local System Administration

The administrative center of Satania consists of fifty-seven architectural spheres, with Jerusem as the system capital. Jerusem is about one hundred times the size of earth (Urantia), but has slightly less gravity. The system includes seven mansion worlds, which are the subsatellites of the first transition world.

The entire system of fifty-seven worlds is independently lighted, heated, watered, and energized by the coordination of the Satania Power Center and the Master Physical Controllers. These worlds are physically maintained by the native spornagia, a type of life-form that helps with this work.

The administrative center of Satania contains fifty-seven architectural spheres in total - Jerusem itself, seven major satellites, and forty-nine subsatellites. Jerusem is almost one hundred times larger than earth, though its gravity is slightly less. The seven mansion worlds where ascending mortals begin their journey are subsatellites of transition world number one.

All fifty-seven architectural worlds have their own independent systems for light, heat, water, and energy, coordinated by the Satania Power Center and the Master Physical Controllers. These specialized beings maintain the physical systems according to established techniques for organizing and arranging these specially created spheres.

The seven major worlds orbiting Jerusem are known as the transitional culture spheres. These worlds are ruled by leaders appointed by the Jerusem supreme executive council, and each has a specific purpose in the system. The first world is the Finaliter World, which serves as headquarters for the finaliter corps and is surrounded by the seven mansion worlds where mortal ascension begins.

The remaining six transition worlds include: the Morontia World (for training in morontia life), the Angelic World (headquarters for seraphic hosts), the Superangel World (home of the Brilliant Evening Stars), the World of the Sons (for divine Sons of all orders), the World of the Spirit (for high personalities of the Infinite Spirit), and the World of the Father (a silent sphere with a central temple of light). The satellites of the Father's world are currently used as detention spheres for beings involved in the Lucifer rebellion.

The chief executive of a local system of inhabited worlds is a primary Lanonandek Son called the System Sovereign. In the Nebadon universe, these sovereigns have unusually wide powers of personal discretion in directing system affairs. Throughout Nebadon's history, only three System Sovereigns have been disloyal, with the Lucifer rebellion in Satania being the most widespread.

The current System Sovereign of Satania is Lanaforge, who replaced the rebellious Lucifer. He is described as a gracious and brilliant ruler who has been tested by rebellion. Lanaforge was loyal to Michael during an earlier upheaval and distinguished himself by minimizing losses when the previous System Sovereign fell into darkness. He will likely remain in this position until all effects of the rebellion have been overcome.

The system of Satania is currently administered by a staff of seven Lanonandek Sons. This includes Lanaforge (the System Sovereign), two assistant sovereigns, a system custodian, a system recorder, a bestowal director, and a high counselor. This group of seven constitutes the expanded emergency administration made necessary by the Lucifer rebellion.

The Lanonandek administration is supported by the Jerusem executive council, which consists of twelve members from various orders of beings. This council periodically selects three members to represent the local system at the universe headquarters. After Michael's bestowal, Satania resumed sending ten members to the Edentia legislature, though representation on the supreme council remains suspended due to the rebellion.

At the center of the seven angelic residential circles on Jerusem is the headquarters of the Urantia advisory council, known as the four and twenty counselors. The throne in the middle belongs to the presiding archangel, while the twenty-four surrounding seats were placed there after Christ Michael gained full sovereignty of Nebadon about nineteen hundred years ago. These counselors represent Michael and handle special requests from Gabriel.

The twenty-four counselors were recruited from the eight Urantia races and include important historical figures from earth. These include spiritual leaders from prehistoric times, Adam and Eve, Enoch, Moses, Elijah, John the Baptist, and Machiventa Melchizedek. Eight seats are temporarily filled or held in reserve for future great teachers and representatives from coming ages on Urantia.

The Material Sons (Adams and Eves) have their central temple and domains on Jerusem. Their area consists of one thousand centers, though each family lives on its own estate until they leave for service on evolutionary worlds or begin their Paradise ascension. These beings are the highest type of sex-reproducing beings in the evolving universes.

The Material Sons are physically visible to mortal races and serve as an intermediary link between the invisible Planetary Prince and the material beings of a realm. According to the last count, there were over 161 million Material Sons and Daughters in Nebadon. They live permanently on Jerusem and its associated worlds, occupying vast estates and participating in the management of the capital sphere with help from midwayers and ascending mortals.

The Material Sons and Daughters present an interesting sight that fascinates all ascending mortals. They are similar enough to material races that mortals find much in common with them. These Adams and Eves are the immediate sponsors and mentors for mortal survivors until they leave for Edentia.

Ascending mortals spend time with the Adamic families to make up for any experiences they missed in their mortal lives, especially regarding family and social relationships. This is particularly important for mortals who did not benefit from normal family experiences on their home worlds. The relationship between parent and child is fundamental to understanding the relationship between the Universal Father and his universe children, making this training essential for all ascenders.

The Melchizedeks direct a large group of teachers who work on Jerusem and its associated worlds, especially the seven mansion worlds. These mansion worlds serve as detention planets where mortals who didn't achieve fusion with their Thought Adjusters during physical life can be rehabilitated and given another chance to continue their spiritual growth.

The Melchizedeks operate more than thirty different educational centers on Jerusem. These training schools range from the college of self-evaluation to schools of Jerusem citizenship, where Material Sons and Daughters join the Melchizedeks in preparing mortal survivors for the responsibilities of representative government. No ascending mortal leaves the system headquarters until the Material Sons certify that they have achieved the proper balance of mortal experience, morontia career, and spiritual guidance.
