On Urantia, however, the Planetary Prince arrived almost half a million years after human will had first appeared, an unusual delay in planetary administration. Caligastia arrived approximately 500,000 years ago, coinciding with the emergence of the six Sangik races.
At the time of the Prince's arrival, nearly half a billion primitive human beings inhabited earth, scattered throughout Europe, Asia, and Africa. The Prince established his headquarters in the Mesopotamian region, strategically positioned near the center of world population, from which his influence would gradually spread to affect human development across the planet.
Caligastia was a secondary order Lanonandek Son, numbered 9,344 in his order. His administrative experience included general affairs of the local universe and, in later ages, specific management responsibilities within the Satania system. Before Lucifer became System Sovereign of Satania, Caligastia had served on the Life Carrier advisory council, later being elevated to Lucifer's personal staff where he successfully fulfilled five consecutive assignments.
Caligastia had repeatedly sought appointment as a Planetary Prince, particularly desiring assignment to a decimal or life-modification world like Urantia. His petition was rejected several times before finally receiving approval for the Urantia assignment. Despite his enviable record of loyalty and devotion to universe welfare, Caligastia displayed a characteristic restlessness and tendency to question established authority, subtle personality traits that would later contribute to his downfall and betrayal of his sacred planetary trust.
The Planetary Prince arrived with the customary corps of assistants and administrative helpers necessary for establishing planetary administration. His associate-assistant was Daligastia, another secondary Lanonandek Son, who served as head of the planetary staff and coordinated their extensive operations. The staff included numerous angelic cooperators and other celestial beings dedicated to advancing human welfare.
The most fascinating aspect of the Prince's administration was the corporeal staff—the Caligastia one hundred. These volunteer ascendant citizens from Jerusem underwent a remarkable transformation process to serve on Urantia. Through the life-plasm transplantation from one hundred selected Andon and Fonta descendants, these volunteers were provided with physical bodies while retaining their superhuman status. This unique rematerialization allowed them to function as visible, physical teachers and leaders while maintaining their superhuman abilities and extended lifespans through access to the system life circuits.
The headquarters of the Planetary Prince was strategically located in the Persian Gulf region, in what later became known as Mesopotamia. This location was selected for its favorable climate and landscape, which provided ideal conditions for the Prince's staff to undertake their mission of elevating primitive humans from hunter-gatherers to herders and eventually to peaceful, home-abiding farmers.
Dalamatia was designed as a simple yet beautiful city, enclosed by a forty-foot wall and named in honor of Daligastia. The city featured a thoughtful layout with ten subdivisions, each containing the headquarters of one of the ten councils of the corporeal staff. At the center of the city stood the temple dedicated to the unseen Father, surrounded by twelve chambers that served as the administrative headquarters for the Prince and his associates. Though modest by later standards, Dalamatia represented unprecedented architectural advancement for its time and served as a model of organization and civilization for surrounding primitive tribes.
The arrival of the Prince's staff created a profound impression on the surrounding region, though it took nearly a thousand years for news of these extraordinary beings to spread widely. The tribes near Mesopotamia were significantly influenced by the teachings and example of these new arrivals, whose presence gave rise to many legends and myths that persisted in later human cultures.
The corporeal members of the Prince's staff possessed three extraordinary qualities that distinguished them from ordinary humans. First, they had physical bodies containing Andonic life plasm, which allowed them to function and reproduce like humans. Second, they were superhuman beings with expanded souls developed through progressive mansion world experiences. Third, they possessed personal immortality through the antidotal complements of the Satania life circuits derived from the tree of life. This threefold nature enabled them to serve effectively as intermediaries between superhuman administration and primitive humanity during their extended mission on Urantia.
The one hundred corporeal staff members were organized into ten autonomous councils of ten members each, with each council addressing a specific aspect of human development. When multiple councils held joint sessions, Daligastia presided over these collaborative meetings to coordinate their efforts and strategies.
These specialized councils included: Ang's council on food and material welfare, which taught irrigation and improved food preservation methods; Bon's board of animal domestication, which introduced various domesticated animals and the wheel; Dan's advisers on protection from predatory animals, who improved human dwellings and defensive techniques; Fad's faculty on knowledge dissemination, who created the first alphabet and writing system; Nod's commission on industry and trade; Hap's college of revealed religion; Lut's guardians of health, who introduced cooking and sanitation practices; Mek's council on art and science; Tut's governors of tribal relations, who improved governance and social activities; and Van's supreme court, which coordinated all other groups and handled appeals.
Cultural advancement depends on the ability of a society's inhabitants to comprehend and implement new ideas, often requiring liberation from tradition-bound customs. The arrival of the Caligastia one hundred introduced the revolutionary concept of individual initiative within existing social groups, challenging the stagnation caused by adherence to tribal traditions while carefully avoiding disruption of essential social structures.
The Prince's staff demonstrated remarkable wisdom in their approach to cultural advancement, avoiding any attempt at sudden transformation or mass uplifting of primitive races. Instead, they employed a strategy of gradual, natural evolution by attracting the brightest minds from surrounding tribes, providing them with advanced training, and then sending them back to their people as emissaries of social progress. The Prince's headquarters, though designed to inspire awe in primitive humans, maintained an intentional modesty to encourage agricultural development rather than urban concentration. The buildings exemplified neatness, cleanliness, and artistic beauty while remaining appropriately primitive, serving as aspirational yet achievable models for human advancement. This approach avoided introducing technologies or methods that were too advanced for natural adoption by the surrounding cultures.
Family life and education represented crucial aspects of the Dalamatian social system. The Prince's staff lived together as fathers and mothers, and although they had no biological children, each of the fifty pattern homes housed at least ten adopted children from superior Andonic and Sangik families. These children received exceptional education through Fad's system of learning by doing, combining individual skills development with group socialization. After completing their education, these graduates returned to their tribes as teachers, gradually spreading civilizing influences throughout the surrounding regions and establishing the foundation for human social advancement.
The most significant flaw in Caligastia's character was his extreme individualism and tendency to resist authority. Throughout his career, he frequently sympathized with those expressing mild criticism of established systems and showed subtle resentment toward supervision. Despite these concerning traits, he had always remained loyal to universe rulers and obedient to the Constellation Fathers during formal tests of his commitment.
Both Lucifer and Caligastia had received patient instruction and loving warnings about their developing pride and critical tendencies, but they interpreted this guidance as unwarranted interference with their personal liberties. After nearly 300,000 years of normal planetary progression under Caligastia's administration, the Lucifer rebellion occurred, and Caligastia betrayed his trust by joining this system-wide rejection of universe authority. This catastrophic decision precipitated a long period of confusion and regression on Urantia, severely damaging the planetary development that had been progressing so promisingly, and leaving a legacy of disruption that affected all subsequent human history.
