These angelic groups coordinate their activities through the governor general, though disagreements on planetary policy may be appealed based on the nature and gravity of the issues involved. While they cannot fully control their domains of assignment, they effectively manipulate planetary conditions to favorably influence human activity. They function as ideational clearinghouses, mind focalizers, and project promoters, often intensifying higher ideals that have already emerged in human intellect.

The reserve corps of destiny comprises living men and women admitted to special service within the superhuman administration of world affairs. This corps includes individuals from each generation chosen by spirit directors to assist in conducting the ministry of mercy and wisdom on evolutionary worlds. This liaison utilization of mortal will creatures begins as soon as humans demonstrate sufficient mental capacity, moral status, and spirituality to assume such responsibilities. When selected as protectors of planetary destiny, these individuals receive personal destiny guardians and function with self-conscious Adjusters, often operating in the higher cosmic circles of intellectual achievement and spiritual attainment.

Mortals are selected for this service based on three primary qualifications: special capacity for being secretly prepared for various emergency missions, wholehearted dedication to some special cause coupled with willingness to serve without recognition, and possession of extraordinarily versatile Thought Adjusters with experience in managing planetary difficulties. On Urantia, there are twelve reserve corps of destiny, one aligned with each group of seraphic supervision, comprising a total of over one thousand mortals who have been conditioned to act in crucial planetary situations.
