    These angelic groups coordinate their activities through the governor general, though disagreements on planetary policy may be appealed based on the nature and gravity of the issues involved. While they cannot fully control their domains of assignment, they effectively manipulate planetary conditions to favorably influence human activity. They function as ideational clearinghouses, mind focalizers, and project promoters, often intensifying higher ideals that have already emerged in human intellect.
